Jeffrey J. Moorley BA, J.D.
Serious injury cases in Northwestern Ontario are different. The highways are long and remote, winter conditions change without warning, commercial transport never stops, and access to medical specialists is limited. When a collision or a disability disrupts a life up here, the challenges are not the same as they are in Southern Ontario — and neither is the litigation.
I have lived in Northwestern Ontario my entire life, apart from three years away for law school (JD, Queen’s University, 2014). I know these highways, these communities, and this medical landscape. I represent individuals and families across Thunder Bay and the broader Northwest in complex injury and insurance disputes, and I act exclusively for injured people.
Serious Motor Vehicle and Highway Litigation
My practice focuses on substantial and complex injury claims, including:
- Impaired and dangerous driving collisions
- Tractor-trailer and commercial vehicle negligence
- Highway and winter maintenance claims, including municipal and provincial roadway liability
- Catastrophic injury litigation
- Long-term disability denials
These files demand preparation, patience, and strategy. They require early evidence preservation, expert coordination, and disciplined positioning from the outset — and I approach every serious file with that mindset.
Experience in Complex and High-Profile Matters
Beyond personal injury, I have acted in legally intricate cases involving aviation liability, defamation disputes, and commercial and occupiers’ liability claims that attracted significant public attention. Those matters required careful evidence development, strategic communication, and comfort operating under scrutiny. That experience informs how I manage serious injury files where the financial, evidentiary, and reputational stakes are high.
Psychological and Trauma-Based Claims
My background in psychology (BA, Lakehead University, 2010) and years of litigation experience allow me to work effectively with psychiatrists, psychologists, neuropsychologists, and psychotherapists. I regularly advance claims involving:
- Post-traumatic stress disorder (PTSD)
- Major depressive disorder
- Anxiety and trauma disorders
- Traumatic brain injury with psychological overlay
- Chronic pain syndromes
- Psychological disability
Psychological injuries are often misunderstood and under-evaluated. They require careful expert development, strategic presentation, and a trauma-informed approach. I am comfortable working in that space and coordinating with local and regional medical experts.
Rooted in the Northern Medical and Legal Landscape
Litigating serious injury claims in Northwestern Ontario means understanding regional hospitals and referral patterns, local and out-of-town specialists, the travel realities of treatment and assessment, cultural considerations in rural and Indigenous communities, and the commercial transport patterns unique to the North. I have built professional relationships across this region and know how to navigate its practical constraints.
Teaching and Mentorship
Since 2016, I have coached law students at Lakehead University’s Bora Laskin Faculty of Law as they compete in the OTLA Cup, Ontario’s premier civil jury trial advocacy competition. In 2024, the Alumni Association of Lakehead University recognized that work with its Exceptional Alumni Award, citing sustained mentorship of law students and leadership in trial advocacy education. Teaching advocacy keeps my own courtroom skills sharp — and it reflects a long-term commitment to the profession here in the Northwest.
Disability and Insurance Disputes
When disability benefits are denied, the consequences are immediate and destabilizing. I act in disputes involving long-term disability denials, complex psychological disability claims, pre-existing condition allegations, and income replacement and accident benefits disputes. I prepare every one of these files as if it will be tested.
My Approach
I prepare deliberately. I anticipate defence strategy early. I build expert support methodically. And I position every case for meaningful resolution — or trial — from the beginning. Serious harm requires serious advocacy.
Outside the Office
I live in the Municipality of Oliver Paipoonge with my wife Sarah, a veterinarian, our two young children, and our golden retriever, Jasper.
